——Focusing on the Six Key Points of the Decision of the Central Committee of the Communist Party of China and the State Council on Winning the Battle of Poverty Alleviation

On December 7th, Xinhua News Agency was authorized to release the Decision of the Central Committee of the Communist Party of China and the State Council on Winning the Battle of Poverty Alleviation. As a guiding document for the current and future period of poverty alleviation, it has proposed many practical measures and hard policies to win the battle against poverty, among which the six key points are particularly noteworthy.



  

Highlight 1: "No hat off policy" in poverty-stricken counties


Decision: Urgently formulate strict, standardized, and transparent exit standards, procedures, and verification methods for key counties in national poverty alleviation and development work. The withdrawal of key counties shall be applied for by the county, preliminarily reviewed by the city (prefecture), approved at the provincial level, and filed with the Leading Group for Poverty Alleviation and Development of the State Council. After the withdrawal of key counties, the original poverty alleviation policies of the country will remain unchanged during the tackling period, and efforts will be made to formulate national assistance policies after the tackling period.

Interpretation: For a long time, due to the many policy benefits that the hat of "poverty-stricken counties" can bring, many poverty-stricken counties are unwilling to "remove their hats", and even there are phenomena of "wearing hats to show off wealth" and "competing to wear poverty hats". Highlight 2: Filing and registering children from impoverished households for high school and vocational education, exemption from miscellaneous fees

Decision: Popularize high school education, take the lead in implementing exemption of tuition and miscellaneous fees for ordinary high schools and secondary vocational education for economically disadvantaged students from registered families, so that middle school graduates who have not entered ordinary high schools can receive secondary vocational education. Strengthen the construction of secondary vocational schools with professional characteristics and adapted to market demand, and improve the national scholarship funding standards for secondary vocational education.

For those who still face difficulties in bearing their own expenses after payment of the new rural cooperative medical care and major illness insurance, efforts will be made to increase medical assistance, temporary assistance, charitable assistance, and other assistance, and all impoverished people will be included in the scope of major illness assistance, Effectively ensuring the treatment of major illnesses among impoverished populations.

Interpretation: Disease is a natural enemy of humanity, and in some poverty-stricken areas, the proportion of poverty caused by illness or returning to poverty due to illness even exceeds 40%. Support e-commerce enterprises to expand their rural business and strengthen the construction of online sales platforms for agricultural products in impoverished areas. Highlight 5: Increase financial investment in poverty alleviation

Decision: The central government will continue to increase its transfer payments to poverty-stricken areas, and the scale of special poverty alleviation funds from the central government will achieve a significant increase. General transfer payment funds, various special transfer payment funds related to people's livelihoods, and central budget investments will further tilt towards poverty-stricken areas and populations. Financial institutions such as Agricultural Bank of China, Postal Savings Bank of China, and Rural Credit Cooperatives should extend their service networks, innovate financial products, and increase credit investment in impoverished areas. For poverty alleviation projects with stable repayment sources, it is allowed to use bridge loans to leverage credit capital investment.

Interpretation: Poverty alleviation and development cannot avoid insufficient government investment alone, and must rely on financial means to leverage more funds. The two major policy banks have set up a series of policy arrangements, including poverty alleviation finance departments, which are expected to bring more "fresh water" to poverty alleviation and development.
